The introduction of improved water supply facilities in the Sahel region encouraged growth in

the number of livestock well beyond the capacity of the grasslands to support in terms of natural

moisture deficiency.

As herds enlarged and pastures were degraded and population expanded, the society became

more vulnerable to dislocatizon when drought struck, and the marketing and other economic

measures taken by governments caused severe distress to cultivators and heardsmen.
