The introduction of improved domestic water-supply facilities encouraged growth in the number of livestock well beyond the capacity of the semi-arid grasslands to support in times of natural moisture deficiency. As herds enlarge and pastures were degraded and the population expanded, the society become more vulnerable to dislocation when drought struck, and the marketing and other economic measures taken by governments caused severe distress to cultivators and herdsmen.
